A Complaint can be registered by anyone. Law does not prescribe, age, sex, religion or caste or creed for giving a Complaint or for accepting the Complaint by the Respondent Police. The Complainant, has every right to register his Complaint with the Police or in any Forums including the Courts, if he is aggrieved. Otherwise, it is important to note that Section 154 Cr.P.C. which legalizes the rights of the Complainant in registering a Complaint with the Police, has a mentioning “informant” – which clearly indicates – it could be anyone, but, not necessarily the victim alone. Even the Police could become a Complainant suo moto.
