CONSTITUENT ASSEMBLY – IS IT A LAW CLASS!

On 16th September 1949 at the Constituent Assembly the following verbal exchange took place.

Referring to a provision regarding preventive detention vis-à-vis Advisory Board “Pandit Thakur Das Bhargava [East Punjab General] made regarding the List asked who made those Lists?”

Dr. B. R. Ambedkar: I made them, you passed them. I had these limitations in mind. Now I come to the proviso to Clause 3[b].

Shri Mahaveer Tyagi: Will you help laymen to understand as to why you have not provided for revision by the Advisory Board of the cases under clause [4?]

Dr. B. R. Ambedkar: I cannot explain to him legal point in this House. This is not a law class and I cannot indulge in that kind of explanation now.  The Honourable Member is my friend. If you does not understand you can come and ask afterwards.

Comment: From the date of speech only three months were left for the dissolution of the Constituent Assembly [November 25/26th 1949] and even then there was such an interesting verbal observation within the enlightened Members.
