On 1oth December 1946 at the Constituent Assembly the following verbal altercation took place;
Acharya J. B. Kripalani stated that he accepted the Amendment moved by the previous speaker including that of Pandit Jawaharlal Nehru.
Shri R. V. Thulekar [United Province General]: Mr. Chairman, I desire to the Amendment that the intended Procedure Committee—
Chairman Dr. Sachidananda Sinha: May I respectfully ask whether the Honorable Member [i.e. Thulekar] does not know English.
Shri R. V. Thulekar: I know English, but I want to speak Hindustani [English Translation of Hindustani Speech].
Chairman Dr. Sachidananda Sinha: Many of the members such as Mr. Rajagopalachari do not know Hindustani.
Shri R. V. Thulekar: People who do not know Hindustani have no right to stay in India. People who are present in this House to fashion out a Constitution of India and do not know Hindustani are not worthy to be member of this Assembly. They had better leave [Hindustani to English].
Chairman Dr. Sachidananda Sinha: Please say what you wished to say?
Shri R. V. Thulekar: I desire to move the Procedure Committee shall frame all rules in Hindustani which may be translated into English.
Chairman Dr. Sachidananda Sinha: Order… Order… You are not permitted by me to address this House on the question of bi-linguicism and printing of papers in two or more languages, you are completely out of order. You came to speak on the Amendment to Acharya Kripalani’s resolution.
Shri R. V. Thulekar: My Amendment is that the Procedure Committee should frame rules in Hindustani they may then be translated in English. When a Member discusses a rule he will read it in Hindustani version and demand a decision on the basis of that version and not English. I am sorry—
Chairman Dr. Sachidananda Sinha: Order… Order…
Comment: The Language played a dominant role in the minds of the Speaker who insisted that Hindi or Hindustani should be the language of proceedings.
Note: Instead of Sind – it is converted into Hind – which is a Persian word. Zamindar – the Persian word.
