On 14th July 1947, Mr. B. Pocker Sahib Bahadur [Madras Muslim] at the Constituent Assembly spoke as follows;
“Mr. President, first of all, I must confess the disability under which I am suffering that I have not been able to follow hosts of the proceedings which have taken place to the extent to which they are languages other than English therefore I would appeal to the President to make provision for rendering into English. The proceedings that take place here otherwise it would be very difficult for us to follow and participate in the proceedings no doubt I do agree that it is necessary to have a common language the lingua franca the National Language. I agree with all that we have to take fact as they are. As the Constituent Assembly now constituted it consist who are acquainted with various languages all of us know that all the members of this Assembly are not familiar either with Hindi or Urdu there may be some members who are not familiar with English and I take it that most of the members are familiar with English and therefore it would be very useful procedure if the President finds his way to make proceedings known to us all know, Sir, as regards the proposition before the House before dealing with the subject itself I would like to say just one word as to circumstances under which the Muslim League members have come here and I decided to participate in this proceeding now Sir you will agree that we have met here after an unprecedented event in the history of the World namely securing of Independence of both India and for Pakistan without shedding a drop of blood.”
Comment: The contribution of the responsible section of Indian Citizenry has been brought out emphatically by the speech.
