On 14th October 1949, Mr. Nazeeruddin Ahmed [West Bengal Muslim] at the Constituent Assembly spoke on the report submitted by special Sub-Committee appointed Minority Advisory Committee to consider the question of the minorities as follows;
“The Subcommittee reported amongst others, there should be reservation of seat in the legislators for minority—- but the classes of all minorities shall be kept in view in making appointment to the services consistently with the consideration of efficiency and administration— He further spoke to this effect on the last occasion and I mentioned this [appointment – efficiency, Dr. Ambedkar and few others thought that I had completely misunderstood the situation.]
Mr. TT Krishnamachari went so far as to say [referring to be] that “if you cannot understand this thing in two days, you never understand in even in two months.” This is the elevated style in which I was addressed but I submit and I assert again that whoever may be mistaken, I am not mistaken as to what was done then.
Comment: There should have been restraint in expression in an August House like the Constituent Assembly, however, Mr. Nazeer exhibited his magnanimity in tolerating such caustic remark. At this juncture we may recall that this Nazeer an eminent Lawyer and a Jurist was characterized as muddle headed person by some other speaker on some other occasion.
