On 15th October 1949, Mr. Nazeeruddin Ahmed [West Bengal Muslim] at the Constituent Assembly spoke as follows;
“While I sympathize with the Drafting Committee for the high pressure at which they are working, I must at the same time point out that there is a ceiling in the House that the Committee behind Time Table – hopelessly behind Time Table from beginning to end – all this congestion of work is due to frequent changes of mind by the Drafting Committee who may certainly have their own reason to justify the delay. But I wish to submit that the victim of these unfortunate circumstances should not be the members. How I ask the House and particularly you, Sir, is a member to receive a copy of the finalized Draft on the 10th and to submit their Amendment on the 11th? I therefore suggest the seven day time be given to us to study the revised Constitution and submit Amendment. May I further suggest that along with the final Draft of the Constitution we may beforehand be given a comparative list of Amendment to each Article so that we can study them and get ready to consider them?”
Comment: The manner in which the Draft after Draft suggest of an Amendment were undertaken was not given sufficient consideration in spite of the prolonged period of the Assembly namely 2 years 11 months and 17 days.
