On 20thJanuary 1947, at the Constituent Assembly Dr. S. Radhakrishnan [United Province General] spoke on the Resolution – Aims & Objects as follows;
“Mr. Chairman, Sir, I have great pleasure in commenting this Resolution with acceptance of this House—
I believe that such a Declaration [as told by Pandit Nehru] is essential there are people who are suspicious, who are wavering, who are hostile – who look upon the work of this Constituent Assembly with the considerable misgiving. There are people who affirm that within the Cabinet plan it will not be possible for us to effect either real unity in the Country or true freedom or economic security they tell us that they have seen before squirrel move around in a cage and that within the limit of this Cabinet Statement it will not be possible for us to effect revolutionary changes, which the Country is aiming at! They argue from the History that Revolutionary changes are generally effected by violent action overgrowing established Governments- the British people were able to end monarchial despotism that way; The United States of America attained her primary freedom through direct action; the French, the Bolshevik, Fascist and the Nazi resolution were also effected similar method we are told that we cannot effect a revolutionary changes through peaceful method to negotiation and discussion in Constituent Assemblies. We reply that we have similar end we wish to bring about a fundamental alteration in the structure of Indian Society. We wish to end our political and economic defendant but those who are strong of spirit and those who are not short of sight take the chances – they make their chances, here is a chance that is open to us and we wish to use this to find out whether it will be possible for us to gain the revolutionary end by method which are unusual so far as past History is concerned we want to try whether it will not be possible whereas to effect a smooth and rapid transition from the state of selfdom to one of freedom that is the undertaking which is particular assembly as on hand we wish to tell all those who are abstaining from this assembly that is not our desire to establish any sectional government – we are not here asking anything for a particular community or the privileged class we are here working for the establishment of Swaraj for all the Indian people, it will be our endeavour to abolish every vestige of despotism, every heirloom of inorganic tradition – we are here to bring about real satisfaction of the fundamental needs of the Common man of this Country of race, religion or community— It is therefore essential that our beguile call our trumpet sound must be clear, must give the people a sense of exhilaration must give a suspicious and the abstaining a scent of reassurance that we are pledged to achieve full independence of India where no individual will suffer from underserve want where no group will be thwarted in the development of the cultural life therefore I believe that the recognition of objective of this character is essential and it is not necessary for us wait till this assembly fuller than it happens to be at the present moment.”
Comment: The Prophecy was not fulfilled because it comes from an ivory tower and the opening statement of Nehru regarding the binding of the State Paper and the Cabinet mission has been not taken note of in this Philosopher speech.
