On 20th May 1949, at the Constituent Assembly, Mr. Nazeeruddin Ahmed [West Bengal Muslim] spoke as follows;
While dealing with payments or salaries;
“It is rather a statutory recognised recognition of an Opposition. It is rather giving the Opposition recognised place in the Constitution”—- “Opposition in Democratic House is a great necessity, it is an indispensable condition of all democratic institutions we proposed to call ourselves and we proposed to make our country Democratic, Sovereign, Republic. We cannot ensure any Opposition we should rather small the Constitution that of an “Undemocratic, Sovereign, Republic”—– The very tolerance which an effective Opposition will engender among the majority party is lost as soon as from criticism is made some members of the majority party get in patience. As soon as arguments are advanced the so called prestige of the government is supposed to be at stake and therefore those arguments are opposed / rescinded and sometimes treated with indifference and contempt. Yesterday, I made a motion which was to my mind a very logical one. But, it was characterized as absolutely illogical and absurd by Dr. Ambedkar. I do not blame him for that, it is the result of a situation of having a huge majority party in the face of a tiny, microscopic Opposition, it is the absence of an effective Opposition that creates this situation it is a result of huge confidence backed by a huge party it is that which creates this indifference and also intolerance of Opposition. I submit Sir, that want of an effective Opposition induces the government to proceed in a careless fashion, regardless of public opinion and what has been the result people outside lose all interest in the proceedings that they believe in the Assembly the members have nothing to do beyond crying “ditto” what is said by the government. I submit that this is not good or healthy for the growth a real democracy.”
